PaaS - Platform as a Silo

As companies become more mature in the cloud, they start building cloud platforms to centralize basic security and compliance capabilities and various shared services for product teams to consume. The purpose is to create easy to use, high-value services so that product teams don't have to reinvent the wheel and can focus on customer-centric features.
Unfortunately, many platform teams are just a rebranded infrastructure and/or ops silo that creates hard to consume services at high cost and become the "Department of No" for development teams. Instead of enabling and empowering developers in a safe and compliant platform, the end result is more of the same we have seen over the last 30 years in the war between ops and dev.
