Being Agile vs Doing Agile

Too often, companies focus more on the semantics, processes and implementation details of agile and lose sight of the actual goal which is to bring products and services to the market quickly and reliably.
I have seen instances where a product team is working in an agile manner but is required to follow waterfall processes in the quest of the PMO to be kept in the loop and report upward. This often happens when multiple workstreams are being managed by a central PMO office who thinks entering user stores in Jira equals scrum and then holds numerous reoccurring meetings every week.
